Indonesia must take a firm stance on the occupation of territory in District Amfoang Naktuka East, Kupang regency, East Nusa Tenggara by citizens Oecusse, Timor Leste, said the international legal observers from the University of Nusa Cendana, DW Thaddaeus, in Kupang on Thursday.
"Assertion is important because we do not know of any state in the country. If Naktuka it is part of Indonesia's sovereignty over the territory it occupied in no way justified," he said.
Naktuka occupied about 44 head of family of origin Oecusse, East Timor, since 1999 after East Timor declared separation from Indonesia on August 30, 1999.
Thaddaeus who is finishing graduate school of international law at the University of Padjadjaran in Bandung, said 44 families from East Timor had to leave the territory of Indonesia.
"They can survive and breed in Naktuka if you choose to become citizens. If there is no firm stance of Indonesia then Naktuka will become part of East Timor within the Unitary Republic of Indonesia there," he said.
Thaddaeus rate Naktuka case as a mirror of poor administrative systems within Indonesia, so that foreign nationals allowed to live and settle in the territory of Republic of Indonesia.
161/Wirasakti Kupang district commander Colonel Arhanud I Dewa Ketut Siangan admit that there are three point boundary Indonesia - Timor Leste is still problematic, including in areas Noelbesi Naktuka-Citrana between Kupang and Oecusse District.
Due to unresolved three-point boundary was then Prime Minister of Timor Leste Xanana Gusmau TNI prohibited entry into Naktuka some time ago.
"If we let go into Naktuka Xanana then indirectly we recognize that Naktuka is part of Timor Leste," said Siangan. Indonesia Today
